Stampede: Ondo Attorney General Announces New Guidelines to Ensure Public Safety at Events
In response to the recent rise in crowd-related incidents across the country, the Attorney General and Commissioner for Justice of Ondo State, Dr. Olukayode Ajulo, has introduced new crowd control guidelines aimed at enhancing safety during public gatherings. The new measures are designed to protect lives and property while upholding citizens’ right to peaceful assembly.
The guidelines, outlined in Directive No. 01-1224, were issued under the authority granted to the Attorney General by the Nigerian Constitution and the Administration of Criminal Justice Law of Ondo State. Dr. Ajulo emphasized that while these measures focus on safety, they will also ensure that the rights of individuals to assemble peacefully are respected.
Key components of the directive include mandatory risk assessments by law enforcement agencies for all planned public events. Organizers are required to notify local authorities in advance, providing details such as the date, time, and expected attendance. Security personnel will be deployed to monitor crowds, gather intelligence, and ensure order throughout the event. Additionally, law enforcement agencies will utilize technology, including drones and CCTV, to monitor crowd behavior and respond quickly to any incidents.
Other provisions include the establishment of clear communication channels between organizers and authorities, public education campaigns on safe practices during gatherings, and the preparation of emergency response plans. For events with more than 300 attendees, organizers must ensure the presence of medical teams, ambulances, and sufficient sanitation facilities. Venues with limited access points are also discouraged to facilitate better crowd movement.
Dr. Ajulo called for enhanced cooperation between law enforcement, event organizers, and local government officials to ensure the smooth implementation of these measures. He stressed that adherence to the guidelines is essential to avoid legal consequences and maintain public safety.
