NSC halts proposed charges review by shipping firms

The Nigerian Shippers’ Council (NSC) has directed shipping companies, agents and terminal operators at Nigerian ports to suspend any planned review or increase in charges pending full consultation with relevant stakeholders.

The directive, issued on Tuesday, followed concerns over proposed tariff adjustments by some port service providers. The Council warned that any operator that proceeds without due engagement would face regulatory sanctions.

In a statement, the NSC explained that recent tariff adjustments were approved strictly within its statutory mandate as Port Economic Regulator, stressing that the process was transparent and guided by laid-down regulatory procedures.

According to the Council, the reviews involved extensive technical and consultative engagements with service providers to assess cost drivers, operational realities, investment obligations and compliance requirements.

It clarified that the consultations did not amount to automatic approvals, noting that final decisions were reached only after rigorous internal, technical and financial evaluations based on empirical data, regulatory benchmarks and prevailing economic conditions.

Reaffirming its authority, the Council said it would not hesitate to take decisive action against any operator whose conduct disrupts port operations or violates regulatory provisions.

Executive Secretary and Chief Executive Officer of the NSC, Dr. Pius Akutah, warned that defaulting operators could face enforcement measures as provided under existing regulatory frameworks.

Akutah urged shipping firms and terminal operators to embrace dialogue, transparency and compliance, assuring port users that the Council remains committed to protecting their interests, promoting fair competition and ensuring a stable business environment in the maritime sector.
